What constitutes a hand ball? Is it just the hand or does it also include the arm and shoulder?

Anything below the shoulder is considered a handball. However, the referee has the freedom to determine whether a handball is intentional or not. If he deems it to be unintentional, sometimes he will allow play to continue.
