Question in
NFHS. Head coach says, "If outfielder catches a fly ball and crosses line, he must come back inside the line to throw." Can this be allowed as a ground rule? Can you have a ball that is "sometimes dead?"

I assume you're referring to the foul lines? No, there's no rule that stipulates an outfielder would have to cross back into fair territory before throwing the ball back in. And the only time a ball is dead is when it becomes unplayable--goes into a dugout, flies outside a perimeter fence, etc.
