Is there a specific rule for how long you (max) can stay under water during a segment in a routine? I've heard that synchro in the 80-90s used to have longer underwater moments (you scored better if your figures were as long as possible) but that it was dangerous because of accidents in practice, and that FINA decided to put a limit on how long each under water segment could be?

I don't think there are any regulations for how long you can stay underwater. However, if there is, it can be found in FINA's rules. Here's the section that covers time limits:
