Is slapping the backboard & thus vibrating the rim while the ball is in flight (off the board after a layup) just cause for a 'interference' call??

Yes

Yes, that is considered goaltending, and it results in an automatic basket (2 or 3 points depending on the shot) for the team that shot the ball.
